Life Legal MN has a tremendous amount of respect for all humans. The Protect Reproduction Options Act (PRO Act) was signed into law on 1/31/23. This law was an unprecedented assault on the dignity of women and their children. Never before has there been such an anti-woman and anti-child law. We consider the PRO Act to be Minnesota’s Worst of All Time Cruelty (MNWOATC).

Why Were The 2023 Laws So Cruel?
Left to Die
The Born Alive Infant Protection Act was amended, replacing the language requiring medical personnel to “preserve the life and health of the born alive infant” with “care for the infant born alive.” This change has raised concerns about the level of medical intervention provided to newborns in situations where their survival is at stake. Hospitals that have the means to save a baby’s life may now provide “comfort care,” which can include minimal intervention such as providing warmth and not food or life-saving treatments.
Risk of Severe Bleeding
No medical exam for women taking abortion pills. Women who take abortion pills and have an ectopic pregnancy are at risk for severe bleeding. Some women have died from this complication. The elimination of the in-person visit requirement was a change in FDA regulations, not a result of the PRO Act.

Coercing Minors
Sex traffickers can coerce minors to have an abortion without any parental notification. Minnesota previously required both parents to be notified before a minor could have an abortion. With the new changes, it is now easier for traffickers to force a minor to have an abortion and then traffic her again.
Stripped of Alternatives
The partisan legislature stripped funding from non-profits that supported positive alternatives to abortion. Taxpayer money no longer funds crisis pregnancy centers that offer a choice other than abortion to vulnerable women.
MNWOATC Fuels Financial Gains for Abortion Providers
The provisions within the Protect Reproductive Options Act (MNWOATC) remove restrictions and expand access to abortion services, potentially increasing the revenue streams for abortion providers. By eliminating safeguards such as parental notification and in-person medical visits, the law may incentivize providers to increase the volume of abortion procedures to meet growing demand. Studies show that financial factors can influence the operations of abortion facilities, as fees for these procedures often contribute significantly to their revenue.

Torn Apart
A nascent child in the womb can literally be torn apart up until birth. After the first trimester, a baby in the womb can feel pain. The pain of another human being has been totally disregarded under MNWOATC.
Bodies Mutilated
Children unable to give full informed consent can have their bodies permanently altered and take hormones that prevent normal growth.
MN is now a destination for abortion trafficking.
Minnesota’s removal of protections, like parental notification and in-person medical consultations, has made it a destination for abortion trafficking. These changes enable traffickers to exploit vulnerable women and minors by obtaining abortions without accountability, further perpetuating cycles of abuse.
Surviving Late-Term Abortion
